that number is the amount of the raise? doesnt your last raise have to be at least 250?

It was a cap game and I shoved all in for less than a min raise.
I know that this hand is an example of a player dependent situation but isn't the minreraise by the player show you that he is commited to your all in min shove? And if he thinks your capable of bluffing in that spot isn't the river raise an easy call if the obvious draw did not come in?
